  17. <p>     When the Buck Center for Research in Aging proposed to conduct
  18. research on rats and other rodents at the $30 million facility
  19. it plans to build in suburban Marin County, some residents
  20. sounded the alarm. Animal-rights activists warned that studying
  21. the beasts would lead to unnecessary cruelty and that the
  22. laboratory could be a source of dangerous medical wastes. But
  23. another ominous potential threat, opponents argued, was that
  24. living near the center might make people feel bad about
  25. themselves.

  27. <p>     Faced with rising protests last week, the county planning
  28. department warned in a letter to Mary McEachron, administrative
  29. director of the center, that "social disruption, demonstrations,
  30. pickets" might occur if the center conducts animal research.
  31. Such activity, the letter said, could "significantly reduce the
  32. quality of life and community self-esteem."
  33. </p>
  34. <p>     Then the planning department ordered the center to pony up
  35. $6,000 for a report on how the center would impact the
  36. self-esteem of county residents. Since the report will be
  37. included in a larger study on the environmental effects of the
  38. center, it might be called an emotional-impact statement.
  39. McEachron has another name for it: "Looney Tunes."
